2003 - 2005
Croatia, as a state that is a member of the Partnership for Peace and a state that has committed itself for membership in NATO, in 2002 decided to expand its contribution to achieving peace and security on international level by participating in the UN mission ISAF. From February 2003 till expansion of the volume of participation in 2005, the CAF sent twice a year up to 50 military policeman, staff officers and NCOs to Kabul. The CAF members were active in mission ISAF within Kabul Multinational Brigade (KMNB), which is now in the composition of the Regional Command Centre (RC Centre), and in Headquarters of ISAF (HQ ISAF).
ISAF was the first mission under the UN mandate in which Croatia participated with its units. Only individual members of the CAF were sent to peace missions until then. Some of them gained experience in UN missions, especially in Africa (Eritrea, Sierra Leone), and they think of them as very useful.
The Combined Medical Team of the US-Adriatic Charter (CMT A-3) was sent for the first time in August 2005.
2006
Croatian contribution expanded considerably in 2006 when diversified capabilities that have contributed to mission ISAF were increased. Croatia also monitors territorial expansion of the mission’s area of responsibility. Staff officers and NCOs who have been appointed to ISAF Command in Kabul and in regional commands in Kabul and Mazar-e-Sharif are sent to the mission. Two types of special task forces are sent to area of the Regional Command North: infantry forces and an Operational Mentor Liaison Team - OMLT. One Mobile Liaison Observation Team and one officer for civil-military cooperation are sent to area of the Regional Command West. They are active within PRT Chaghcharan that is under Lithuanian leadership. With expansion of the area Croatian units in Afghanistan are deployed to, a need is felt for sending support forces (intelligence and logistic). From August 2006, Croatian soldiers have also been provided with spiritual guidance because the Military Ordinariate sent one chaplain to the composition of the Croatian contingent. Appropriate logistic and intelligence national support are provided to the increased contingent.
Compared with previous years, the CAF composition was tripled in 2006. The Croatian Parliament determined that in 2006 up to 150 Croatian soldiers could be sent momentarily to the mission ISAF. 148 were sent at the end of the year and 157 Croatian soldiers in February 2007.
With decision of the Croatian Parliament of 8 December 2006, the number of the MOD and CAF members has been increased to 200 in 2007 and in 2008 up to 300.
